I am having an issue charging my Vetrix...when I plug it in to charge  absolutely nothing happens...no charging indicator on dash or anything else....what am I doing wrong or what could problem be

When I plug my Vetrix in to charge it, absolutely nothing happens...no lights appear on dash as charging or anywhere else...ideas??

I have Vetrix Electric Scooter....for some reason cannot get storage trunk area to open....I placed key in right position, but nothing pops out or loosens up.   Suggestions??
