Gold charger need to have some voltage to start charging, otherwise it wont let you. After charging to 130V does EVPS starting itself?
Dead cell won't let you to equalize battery, after charging it may have ~2.6V but it will drop quite fast.
To replace it you should sent it to us. I don't know what version you have, but for sure - we don't recommend DIY solution.
Best and cheap way to deal with lost key is to buy new lock with keys.
Seems like your charger got damaged. How old is your scooter? and what type of battery you have?
Unfortunately only Peak brant works with our diagnostics with full compatibility.
EVPS (GOLD) charger are currently out of our shop. If you are going to change battery type you will need to upgrade to TC charge and modify the scooter. Silver ESD charger are not working correctly with other battery chem.

Yes, it is a battery charger (even the one you linked). I don't recommend connecting external battery charger on your own.
I really need to know what type of battery you have.
